Two Meetings: Starkweather Drive and Railroad Safety

The proposed sale of beer and wine at various Walgreen’s locations

Dear Neighbors,

The City’s Alcohol License Review Committee, comprised of three alders (Verveer, Schumacher and Bidar-Sielaf) and four public members, met last night to consider applications for Class A beer and liquor licenses at five Madison store locations, three on the westside and two on the eastside (both on Cottage Grove Rd).

Both the Lake Edge Neighborhood Assn and Eastmorland Neighborhood Assn provided written correspondence in opposition to the proposed liquor license application at the Walgreen’s location at 108 Cottage Grove Rd. The Rollling Meadows Neighborhood Assn and Alder Lauren Cnare indicated opposition to the application for the Walgreens store location at Acewood Blvd and Cottage Grove Rd.

The meeting began at 5:30 p.m. Our concern came up on the agenda around 9:00 p.m. Representatives from Walgreen’s didn’t help their cause when responding to questions related to their reasons for expanding into alcoholic beverage sales (one stop shopping desires of customers) and whether they contacted alders and neighborhood associations and received confirmed support. I also presented testimony on behalf of the neighborhoods. Carol Lobes of the Dane County Council on Alcohol Abuse, testified in opposition to all of the license applications for Walgreen’s, focusing on the growing proliferation of venues for purchasing alcoholic beverages in the city.

After considerable testimony, questions and debate, the City ALRC voted to recommend denial of the license applications for the two eastside Cottage Grove Rd locations on a 6-1 vote. The original motion by Alder Verveer was to “place on file without prejudice” these two applications. After considerable debate and some frustration of the public members, Alder Verveer offered a substitute motion to recommend denial of the applications, thus sending a much stronger and definitive message to the City Council to follow suit. The remaining three business location licenses on the westside were deferred until the July meeting of ALRC to give Walgreens and affected alders additional opportunity to gauge neighborhood opinion. The vote on deferral was 4-3.

Our portion of the ALRC meeting concluded at 11:30 p.m. In my ten years on the County Board, I never had an occasion or reason to attend an Alcohol License Review Committee meeting. Now I have. And I hope to never make a habit of it. I must say that alders and public members who serve on ALRC truly put a lot of time and effort into their duties. We owe them our thanks.

What does this mean? The City Council must still act as a governing body to deny the applications at a future meeting. And despite a hopeful vote to deny by the Common Council, Walgreen’s can still reapply for license applications at any time. Under state law, only if a municipality acts to revoke an existing license, only then does an applicant face a 12-month “cooling off” period when they cannot reapply.
